New Pay Band of Indian Railway Employees: Sixth Pay Commission

The Government of India has come out with the guidelines relating to the grant of New Pay Band of Indian Railway Employees. In the article below, we aim to provide the same guidelines as per the New Pay Band of Indian Railway Employees for Central Government Servants. Wikipedia has the following article on the Sixth Pay Commission of India.
New Pay Band of Indian Railway Employees Sixth Commission Government Salary

Recommendation of Sixth Central Pay Commission - Decision of Government relating to the Railway Workers Pay Salary to the Central Government Servants.

The Sixth-Pay Commission report will force the Indian Railways to cough out 6,500 Crore Rupees additionally. The Sixth-Pay Commission New Salary is like a Diwali Gift for the Indian Railway Employees, which will benefit more than 14 lakh Railway workers in the country.

The question is: How will Railways arrange for this 6,500 Crore Rupees? Rs 5,000 crore has already been earmarked in the current Railway Budget, the remaining 1500 Crore will be arranged through provisions. To offset the additional financial burden arising from the pay panel report, the Railways will have to increase its revenue earnings and undertake cost control measures.

How will the arrears payment be made for Indian Railway Employees following the Sixth Pay Commission Recommendations?
According to the arrear payment plan, Railways would make 40 per cent of arrear payment in the current financial year.
Rest 60% of the arrears would be paid in the next fiscal. The government on Friday finalised the notification on the pay panel report. It would cost the exchequer Rs 22,000 crore this year.

It is expected that each Railway employee will take home an average of 21 per cent higher salary next month. So everyone is happy.

The salary increase for Group A officers will be much more than 21 per cent and in cases of some senior Railway Board officials, the hike is almost 50 per cent, said Basudeb Acharya, Chairman of the Parliament Committee on Railways.

However, this hike in salaries will come at a cost to the Railways. Reacting to the pay panel bonanza for employees, Acharya said, "Though there is a hike in employee salary, it would reduce the employment opportunities in Railways."
The report has come out with a recommendation to abolish Group D posts, so there will be no appointment of gangmen in future and maintenance of track now be outsourced.
