A great news for teaching staff employees of the governmetn sector. The government has given its approval to implement the recommnedations of the Sixth Pay Commission after some modifications in the recommendations following the concerns of the professors & teachers of the government staff. As per the news, Professors and lecturers are all set to get hefty pay hike.
Following the 6th Pay Commission implementation there was some disappointment among university and colleges teachers over the delay in implementation of the pay panel recommendation, but finally they too are set for substantial salary hikes.
If everything goes well University teachers will get approximately 30 percent pay hikes on the lines of the Sixth Pay Panel recommendations.
University grants commission had set up a committee under a former vice chancellor of prestigious JNU to recommend the pay revision needed in teaching fraternity in the universities. The previously recommended GK Chadha committee was under fire recently for not being able to submit its report on time, the same day when Sixth Pay Commission presented its report. Not only just the pay raise, it is learnt that the report has also recommended raising of retirement age to 65, flexibility to accommodate talent through incentives, grant for working in remote and inaccessible areas and also emphasis on research.
As per the learnings, the recommendations for Teachers & Professors are excellent. Moreover, there are some great recommendations for revamping the entire teaching secotr. The focus is also on entry level teachers who may be wishing a teaching life. The recommendations are to ensure that they are attracted into teaching profession. Also, they have demanded uniform policy across all states for retirement and re-employement of teachers.
Chadha said , "We cannot offer the red-carpet treatment that the corporate sector can, but we plan to offer them better research facilities to keep them (faculty) in our universities."
Also, the committee favoured extending medical and general group insurance to university and college teachers.

In the 5th Pay commission a Career Advancement Scheme for UGC teachers and Flexible Cadre Structure for IIT and similar technical institutes were approved in 1996. In ISM University Dhanbad, neither of these, has been implemented by the Ministry of HRD and teachers in this premier institute of technical education have been made to suffer by a few egoistic officials who do not care for any rule or any policy. What comes out of their mouth is the rule and what they write on the file is the policy.
If the Ministry is really concerned about the problems of University teachers , then they should first redress the grievances and undo the injustice already done to them by not implementing the earlier (5th Pay commission's ) recommendations. After this they should talk of the new pay Commission. What about the teachers whose careers have been spoilt by the ministry during last 13 years? Will the Hon. Minister care to return those years to the sufferers? Will those people be compensated??

There is a premier institute of engineering education specially in Mining Engineering and Earth Sciences in India known as Indian School of mines University at Dhanbad. The entrance in this institute is through IIT-JEE. The scales of teachers are those of IITs, IIMs and IISc Bangalore and the eligibility criteria for faculty positions are similar to those for IITs and like IITs it is also an autonomous institute directly under MHRD Govt. of India. In all technical institutes under UGC including that of various state governments there is a scheme called Career Advancement Scheme for teachers whereby every Lecturer has an opportunity to become a Professor in sixteen years service span. In IITs, IIMs and IISc Bangalore with whome Indian School of Mines University is clubbed together has a Flexible Cadre Structure wherby a teacher can become Professor within 8-9 years. But in ISM University, neither of these schemes is in force as a result many faculty with 28- 30 years service as lecturer/ Asst. Professor or Assoc. Professor could not become Professor and the latest situation is that out of 7 Assitant Professors joining this institute only one can become Professor , two can go upto Associate professor and 4 will have to remain Asst Professor ( the grade in which they join this university) throughout their career. This University is a burning example of high handedness of MHRD officials who have allowed a student teacher ratio of 1:10 for all other institute under it except for ISM university for which it is 1:12 thus reducing the number of teachers and to all other institute it has approved a Flexible Cadre Structure except this institute. And the Hon. Minister for HRD boasts of giving best benefits to technical teachers. The plight of the teachers in this institute is that many will retire in the same grade in which they joined. The matter has been discussed many times in the executive board of the institute in which ministry has its members who agreed to the decision that a Flexible Cadre Structure should be allowed for teachers of this institute who are suffering for last 13 years, but when it comes to approval there is nothing. I think the ministry will awake only when some faculty will take a 'drastic' step out of frustation. Will the honourable minister Shri Arjun Singh listen ? He is not listening, His officials are not listening.

Its high time for institution to implement 6th Pay Scales as per the UGC, CPC, Ministry of HRD (MHRD) directives. There are two pay bands PB-3 and PB-4 for teachers. Fixation is done through multiplier of 1.86 for PB-3 and tables issued by the Financial Ministry( revision of table 2.2.2 originally proposed by the Comittee) for PB-4.
