It is reported that the central government female employees cannot take Child Care Leave if they have Earned leaves balance. This has left almost all the women employees of central goverment jobs unhappy. These employees were on cloud nine after hearing the pay hike and payment of arrears, but now with the various clarifications flowing in from various departments, some things are coming to reality.
There is a ofice memorandum issued by the under secetarty, Raj Bala Singh. As per that, CCL or Child Care Leave can only be availed of if the employee concerned has no Earned Leave (EL) to her credit. The memo states that CCL cannot be demanded as a matter of right, and it should be treated as EL, and hence sanctioned as such.
So all said and done, now the situation is that if this clarification is correct, then no body would ever be able to avail CCL or Child Care Leave - Because every one will have atleast 1 or 2 leaves for themselves, and as per this Child Care Leave clarification, she may not be eligible for Child Care Leave.
Almost all employees tend to save ELs, because if one has amassed 300 ELs, at the time of retirement, the employee can claim six months salary.
The memorandum states that CCL should not disrupt the functioning of central government offices.

Man proposes God disposes. Here in India, there are numerous Gods and one is unsure when will the God give the marching orders !!!
If you are a son of a working mother or if you have grand children of working mother, then you would not have said this. Think well in all ways before issuing the circulars. Don't fool the women employees by giving hidden documents.
